Emigration Canyon commission reelects chair, asks staff to prepare subdivision and general‑plan reviews

EMIGRATION CANYON, Utah — At the close of its Jan. 8 meeting the Emigration Canyon Planning Commission reappointed its current leadership and set a work plan to revise subdivision procedures and review the general plan.

By voice vote commissioners approved a motion to keep Tim Harpst as chair and Jody Gerow as vice chair for 2026. The commission then turned to next steps for Title 18/19 work: counsel said she would draft subdivision ordinance changes to involve the planning commission earlier in administrative review and that staff would prepare a zone‑by‑zone 'worst‑case' assessment of what build‑out could look like under existing plan language.

Claire, the commission’s legal counsel, told commissioners the council’s short‑term priority remains the road‑improvement project and urged care in public communications to reduce misinformation about right‑of‑way and title issues. She recommended directing residents with title and easement concerns to the Utah Property Rights Ombudsman and reiterated that many public fears stem from misunderstandings of property‑law terms and recording versus vesting.

The commission scheduled the subdivision draft for the February meeting and discussed a phased general‑plan review (zone by zone) beginning in March. Commissioners said they want clearer mapping tools to identify FR‑0.5 vs. FR‑1 forestry subzones and requested staff share the online parcel zoning link with members.

The planning commission also deferred approval of December minutes to the February agenda to allow additional edits.
