Planning commission recommends council not adopt proposed land-use fee schedule

The Copperton Planning Commission on May 13 reviewed a proposed resolution that would amend the town’s land-use fee schedule and voted to recommend that the town council not adopt the proposed schedule.
Staff (Speaker 5) explained the change in practice: because land-use–related fees function as land-use regulations, the planning commission is being asked to review those fees so that the council’s adoption is informed. A consultant had reviewed fees to make them revenue neutral, staff said.
Commissioners asked how fees were calculated. Staff explained the consultant asked staff about typical review times and per-application effort, then modeled fees to cover staff costs rather than produce revenue. Speaker 6 said some fees were lowered compared with earlier proposals and the schedule is largely consistent with prior charges.
Speaker 2 moved and Speaker 3 seconded a motion that the commission recommend that council not adopt the proposed fee schedule; the motion carried with no recorded objections and the negative recommendation will be transmitted to council for their decision.
Staff did not provide an itemized fiscal impact in the discussion; commissioners requested additional detail and clarification before final council action.
