Staff said parcels are already listed as disposable in the BLM's land-use plan and that the Recreation and Public Purpose (RPP) Act could allow the county to acquire land for public recreation uses if the board presents and fulfills a suitable plan. Members noted acquisition costs could be modest (one estimate cited under $50,000 for administrative/server fees) but emphasized that any transfer requires a detailed project plan, funding pathway for infrastructure, and grant or private-partner strategies.
Board members urged pursuing feasibility, releasing RFQs for lodging/hotel interest, and looking for grant mechanisms (OHV/non-motorized grants, partner fundraising) to fund infrastructure. Several members stressed the importance of a plan that meets BLM requirements and of using already-allocated county staff and grant channels where possible.
Next steps: staff to continue conversations with BLM, scope potential project concepts, identify grants and funding sources for infrastructure, and return to the board with recommended next steps and cost estimates.
