Emery County signs letter of intent for library therapy-dog pilot

The Emery County Commission on Jan. 6 approved signing a letter of intent to support a therapy-dog pilot for the county library system.
Library staff described the Paws, Pals and Pages program and said Sunny, a female Moyen poodle selected by the trainer at RT Kennels, will begin formal training on March 1, 2026. The letter of intent sets out temporary responsibilities while the puppy is socialized by staff (Desiree) and does not obligate the county to purchase or retain the dog until it meets training and insurance requirements.
Program staff said the pilot will initially serve three branches — Cleveland, Fair and Orangeville — chosen for proximity to schools and local outreach; sessions will be scheduled so patrons can sign up for reading blocks. Commissioners raised liability and insurance concerns and were reassured the animal would not become county property unless it successfully completes training. The commission voted to approve the letter of intent; the motion passed unanimously.
Staff said they will draft a formal therapy-dog policy and clarify insurance and operational parameters before county ownership is assumed.
