Local Building Authority ratifies change orders for Huntington Senior Citizen Center, approves modest net increases

Staff read the change orders into the record, describing line-item adjustments: an increase noted as $15,439 for additional trenching and conduit on the power install; adjustments to the dishwasher electrical work including a reported decrease of $17,500 related to the dishwasher installation; an increase of $1,840 to upgrade a 3-bay covered parking structure to four bays; and change order 10, an increase of $2,218 to cover disconnects at a wash rack and a booster heater. Unidentified Speaker 4 moved to approve the ratifications and the motion passed on a roll-call vote with commissioners recorded as voting 'Aye.'
Unidentified Speaker 3 told the board staff expects an additional change order in the next few days to add a stainless-steel header/wrap on the kitchen counter, which was described in the meeting as an increase of approximately $1,220. Staff said that work will be contracted directly through CKS, the commercial kitchen supplier used for equipment to avoid contractor markup. The meeting record also notes a refund from Rocky Mountain Power of roughly $2,800 that will offset some installation costs.
On window finishes, staff described the original plan to wrap one service window in stainless steel and finish the other with FRP (a washable vinyl). During the meeting speakers recommended wrapping both windows in stainless steel for durability and ease of cleaning and said project funds were available to absorb the change.
A commissioner registered a formal dissent at the meeting, saying, “I did vote against this project,” and expressing a preference not to sign final claims immediately because they expected additional costs could appear as the project closes out.
The ratifications were approved; staff indicated the forthcoming stainless-steel header change order will be presented separately and that commissioners are invited to the next construction meeting and walk-through.
