Emery County LBA defers library renovation funding to 2026 budget, will prepare for April 30 grant

The Emery County Local Building Authority voted Sept. 2 to defer a county funding decision on proposed renovations to Huntington and Castle Dale libraries until the 2026 budget process, while directing staff and the library to prepare to apply for a grant with an April 30 deadline.
Desiree, representing the library, said the estimated total cost for both projects is about $203,000 and that the library requested roughly $135,334 as the county match. At one point in the discussion an LBA member referenced $137,000 as the requested amount; Desiree clarified the library’s current estimate and the specific request. “The grand total on what we are estimating the projects to cost is 203,000 right now,” Desiree said, and later, “We asked for 135,334.”
Work proposed at Huntington would complete ADA upgrades begun earlier: replacing interior flooring to remove a difficult transition caused by a new doorway and adding an accessible bathroom. Desiree said the existing transition is so steep that “it’s really hard for people who have any kind of assistive devices to actually go over it.” At Castle Dale, the library is seeking floor replacement to address mold and subfloor damage, window replacement to improve efficiency, added ceiling insulation, and a widened front door with an ADA-compliant opener.
Board members discussed how to fund the county portion. Staff noted the LBA does not currently have a revenue stream allocated for new projects—mineral lease proceeds had been reallocated in past years—and suggested the county’s capital projects fund or the standard budget process as an alternative. With the upcoming grant deadline, Desiree said she did not foresee the April 30 deadline creating a problem if the board lines up funding decisions during the 2026 budget season.
Kevin Jensen moved that the board handle the library projects during the 2026 budget cycle and prepare for the April grant deadline; Jordan Leonard seconded, and the motion passed by recorded vote. The motion directs staff to include the county match discussion in the 2026 budget process and to assist the library in preparing the grant submission.
The record shows the board favored budgeting the county portion through capital projects rather than using LBA residual funds at this time.
