Daniel council approves engineering contract extension, sets rezone hearing, OKs water contract and film permit

The Daniel Town Council on Aug. 4 approved several routine and fiscal items including an engineering‑services contract extension, set a rezone public hearing, approved a short film permit and business‑license renewals, and authorized a water sales contract for a Wasatch mobile home park.

Engineering contract: The council approved an extension with Jones & DeMille (budgeted through Dec. 2025) after staff said the firm’s workload has grown and the firm requested funding up to $45,000 to cover work through the end of the year. Matt of Jones & DeMille told the council the firm’s fiscal tracking showed the original estimate of about $25,000 had been exceeded and the higher figure would keep services running through December. Councilmembers asked staff to issue a request for proposals for engineering services to begin Jan. 2026. The motion to extend the contract passed.

Rezoning public hearing: The council voted to schedule a public hearing in October on a zone‑change petition to convert a parcel at 2530 South Daniel Road from RA‑5 to industrial, a procedural step to allow the planning process and public comment to proceed.

Film permit and business licenses: The council approved a one‑day film production permit for King Street Productions, represented at the meeting by location manager Amity Waldecker, for filming at a mobile home park at 3000 South and Daniel Road. Waldecker said the production provided certificates of insurance and coordinated with Wasatch County deputies and the fire district. Council also approved renewals for Heber Valley Storage LLC, John Ladowski LLC, and Hungry Bunny Bakery.

Water contract for mobile home park: Council approved a new sales contract with Central Utah Water to supply domestic water service to the Wasatch Mobile Home Park for up to 10 hookups. Staff explained the prior lease contract was not assumable; the new sales agreement converts the arrangement to municipal service. The contract includes an adjustable delivery fee; staff referenced a current figure of $281 (adjustable) and one calculation discussed in the meeting that produced an estimated annual cost of about $875. Installation and water‑right advance costs were covered by state funding, staff said. Council authorized the contract.

Warrants and administrative items: The council approved warrants presented by the recorder’s office, discussed fraud‑risk policies required by the state auditor’s office (no action tonight), and heard routine council reports about UDOT road realignment and water‑system operations.
