Daniel council hears water plans, land-use updates and approves routine licenses and appointments

The Daniel Town Council’s Dec. 1 meeting covered a range of infrastructure and land-use items in addition to the county briefing on House Bill 48.

Storm Haven Water Master Plan: An engineering consultant, identified as Matt, presented a scope for a Storm Haven Water Master Plan that would model the Daniel municipal system and the Stormhaven system, evaluate feasibility for regionalization, and propose capital improvements. The consultant estimated the capital facilities plan would cost about $45,000 and take roughly seven months, and flagged funding sources including CDBG, the state Division of Drinking Water (state revolving fund), rural development and other grant opportunities. Councilmembers asked the consultant to coordinate with Ryan Taylor and to use existing GIS and prior planning documents to limit cost and duplication.

Southfield Road waterline design and contract: Engineers reported design work for a Southfield Road waterline was completed under urgency; two bids were received and one was rejected for noncompliance. The remaining qualified bidder’s price exceeded the town’s scope, so staff reduced the scope and negotiated a per-foot price. The council moved to sign the contract/assignment order to complete design and pay remaining fees (design remainder cited as about $5,798) and approved the motion by voice vote.

Geneva Rock subdivision: Staff and the planning consultant described easement and right-of-way issues tied to the Geneva Rock small-subdivision application. The planning commission had recommended approval, but several council members said substantive items remained outstanding; the council voted to continue the application for further work.

Licenses, ordinance, appointments and hearings: The council approved a business license for Exceptional Cleanings LLC (Big Hollow Road) and several regular renewals. It adopted Ordinance d.o.2025-12-01 establishing the 2026 meeting schedule for the town, and it passed Municipal Resolution BR2025-12-01 appointing the town chief administrative officer and the records officer in accordance with the Government Data Privacy Act (resolution text in packet lists Scott Fuller as CAO and Megan Goodrich as records officer). The council also set a hearing date in January for a requested hearing on 487 Cobble Creek Lane; staff said the town must hold a hearing within 75 days of the request.

Other items: Staff reported the trailer court on 3000 South has the well capped and is connected to town culinary water after a final inspection; the town awaits state engineer sign-off. Council also discussed meter-reading hardware options and potential phased upgrades to reduce upfront capital costs.

What happened at the meeting: The council approved the Southfield Road design construction assignment and remaining design payment, continued the Geneva Rock subdivision application to gather missing items, approved business-license actions and the 2026 meeting schedule, and passed the CAO/records-officer resolution. Several agenda items were deferred or continued for later meetings.
