Council members discussed whether they could attach conditions to business-license renewals versus using the conditional-use process for site-specific requirements. Staff and council explained that the business-license vote is typically a yes-or-no approval and that more detailed operating conditions or changes to conditional-use permits require separate review.
Several residents described early-morning or nighttime noise from aggregate handling and a slamming bucket on the plant; council members said they would continue monitoring and that planning staff could review conditional-use conditions as part of longer-term oversight.
The council voted to approve both business-license renewals.
