Daniel council approves $40,000 LCRR planning grant and engineering contract for Southfield waterline

The Town of Daniel on Oct. 6 approved two measures aimed at water-system improvements: a planning loan/grant to study lead and copper service lines for the Storm Haven water system and an engineering contract for a Southfield Road water-line extension.
Resolution DR2025‑10‑06B authorized the town to enter an agreement with the Utah Department of Environmental Quality/Drinking Water Board for a $40,000 planning loan with 100% principal forgiveness to complete a lead-and-copper service-line inventory for the Storm Haven system. Town staff said the town has contracted with Jones & DeMille to prepare the scope of work and will invoice for the planning work; while the funding is forgivable, staff cautioned the town must meet program requirements and that funding could be rescinded if requirements are not met.
The council also approved Resolution DR2025‑10‑06C to authorize Jones & DeMille to provide design and construction management services for a culinary water-line extension on Southfield Road to improve fire protection and add a hydrant. Staff explained the project aligns with the town’s capital facilities plan and that water impact fees have been earmarked for part or all of the work. Construction bids are still being finalized and the contract currently covers engineering and hourly construction management services; councilors noted the line may not be installed this year.
Next steps: Jones & DeMille will proceed with the planning and design work; staff will pursue bids for construction and confirm funding from impact fees and other sources before moving to construction.
