The Planning and Zoning Commission granted final consideration Dec. 17 to an annexation request from Walkthrough Development Inc. to add roughly 10.91 acres (Promontory Point, sixth edition) in northwest Bismarck for future single‑family development.
Lauren, the planner, said the land is inside the urban service area boundary, contiguous with existing city limits and appropriate under the comprehensive plan. Commissioner Shell clarified that a City Commission policy adopted the prior day shifts the timing of municipal utility capital charges to the issuance of building permits (rather than earlier in the development process), meaning the annexation itself will not immediately trigger the charge. The commission approved the annexation on a unanimous roll call.
In other business, Daniel told commissioners the City Commission appointed three new members (Kendra Taylor, Connor Swanson and Al Wangler) who will join in January and noted that an agreement for the extraterritorial area (ETA) was approved by both the county and city and becomes effective March 1, 2026; that change could affect ETA representative eligibility and trigger reappointments if members do not live within the ETA.
The commission also read a resolution of appreciation recognizing departing commissioners Paul Zent, Amber Larson and Daniel Lukens and adjourned for the holidays.
