Staff described the process used to produce the final draft (over 150 staff inputs and consultant support) and the implementation tools under development, including a management platform for tracking objectives, an internal dashboard for staff and a public-facing dashboard to allow residents to view progress. Commissioners emphasized the need for quarterly progress reports and clear links in future agenda memos to specific strategic objectives when those items address plan priorities.
After discussion about implementation, accountability, and reporting cadence, the commission moved to accept the final draft and approved the plan. Staff will proceed with contracted implementation tools, incorporate department-level responsibilities, and provide quarterly public updates to the commission.
