Commission approves Boulder Ridge and downtown rezoning but continues Northern Sky annexation

At its Sept. 23 meeting the Bismarck City Commission took action on multiple annexation and zoning items.
Wilmette Development LLC asked to annex the eastern portion of Lot 1, Block 2 of Northern Sky (a matter that had been continued twice previously). The applicant’s representative, Landon Naimler of Hagen Engineering, requested an additional continuance to the Oct. 14 commission meeting for financing reasons. The commission voted to continue that public hearing to Oct. 14.
The commission then considered three related requests from Wilman Properties LLC/Wilman Development LLC for the Boulder Ridge Commercial Addition: annexation of multiple lots, a zoning map amendment (some acreage from CA and CG to CG), and a major subdivision final plat that dedicates a new public right‑of‑way (Clement Lane) to create four commercial lots. Planning & Zoning had recommended approval; the commission approved the annexation, zoning map amendment and final plat by roll call vote.
Finally, the commission approved a community‑development initiated rezoning and future land use plan amendment to change several lots from RM‑30 Residential to DF Downtown Fringe and to amend the future land use plan from urban neighborhood to downtown for Lots 1–4 Block 10 of the Northern Pacific edition. Planning & Zoning had held a public hearing and recommended approval; no opposition was recorded and the commission voted in favor.
Votes on the zoning/annexation items were recorded by roll call as affirmative.
