Council approves conditional use for Tractor Supply at North Volusia Avenue with buffers and screening conditions

The council approved a conditional-use resolution allowing a Tractor Supply store with accessory outdoor storage and display at 1470 North Volusia Avenue.

Development Services Director Joe Ruiz described the conceptual plan: a prototypical Tractor Supply building of roughly 21,000 square feet, approximately 26,700 square feet of proposed outdoor storage area, about 3,700 square feet of permanent sidewalk display and 3,000 square feet of trailer/equipment display areas. Because the proposed development involves multiple parcels with a combined area above 5 acres, staff brought the conditional use before council and recommended conditions and three waivers including landscape and screening measures.

Ruiz said the planning commission recommended approval with a condition requiring a physical 8-foot-tall barrier in the eastern buffer along residential properties and a minimum 35-foot landscape buffer on any commercial property that abuts single-family residential zoning. He said the applicant proposed to preserve existing vegetative buffers where possible and supplement with trees and screening planters where needed.

A nearby resident, Anaid, said her biggest concern was potential stormwater overflow onto her property; staff responded that stormwater calculations and design will be reviewed in the site-plan stage and reviewed by the city engineer and consultants.

Council approved Resolution 413-25 with the conditions discussed, and the motion passed by roll-call vote of the members present.

What’s next: The applicant must submit a site plan with technical stormwater design and final landscaping/screening details before building or construction permits will be issued.
