Unidentified Speaker 1, a member of the Energy Operations Committee of the Board of Directors of the Lower Colorado River Authority (LCRA), convened the committee at 11:06 a.m. Wednesday and opened the meeting in accordance with the Texas Open Meetings Act.
The meeting was brief. Unidentified Speaker 1 explained that General Counsel would record committee attendance and invited anyone wishing to comment on Energy or Operations Committee matters to sign in at the registration table in the lobby. "Any comments from the public?" the speaker asked; "I don't believe we have anybody today," the transcript records.
The committee moved to agenda item 2, approval of the committee minutes from the previous meeting. Unidentified Speaker 2 said, "I make a motion to approve the minutes." After a short technical pause while staff worked to enable Zoom recording, the motion was reintroduced and seconded by Unidentified Speaker 1. On the vote call, Unidentified Speaker 3 said, "Aye." The chair declared the minutes approved; the transcript does not record a full roll-call or a complete tally of votes for the record.
Before adjourning to closed session, Unidentified Speaker 1 asked whether any representatives or wholesale electric customers were present; none were reported. Staff and guests were excused while the committee went into executive session. The committee invoked executive session pursuant to Texas Government Code sections 551.071, 551.072, 551.074, 551.076, 551.086, 551.089 and 418.183 and gave the entry time as 11:09 a.m. The meeting returned to open session at 11:52 a.m., and the committee adjourned.
Direct quotes in this report are taken from the committee transcript: "If you'd like to comment on any Energy or Operations Committee matter today, please sign in at the registration table in the lobby," and "I make a motion to approve the minutes." The transcript records the executive-session statutory citations but does not specify the topics discussed in executive session.
The committee did not take any other recorded formal action during the open session.
