Henry County Board approves grants, poll books, housing funds and a 911 contract in unanimous votes

Sheriff's grants: The board approved four grants totaling $130,226 for the sheriff's office, including a $15,971 drone replacement grant through the Virginia Department of Criminal Justice Services, a $99,999 grant for overtime related to crime-reduction and community outreach, $9,672 from the U.S. Department of Justice's state criminal alien assistance program for overtime and special operations, and $4,584 from the Virginia State Police for training. The sheriff's office said the grants require no local match.
Elections: The electoral board requested $127,550 from the general fund to purchase 55 electronic poll pads (poll books) with cases, printers and training. County staff said procurement for election equipment is authorized under the state procurement exemption for election materials; the board approved the appropriation and noted training on the equipment is scheduled Feb. 5.
Housing: The board approved $325,000 received from the Harvest Foundation for the Villa Heights housing project. County staff said the funds would reduce the purchase price by $25,000 for each of the 13 planned homes in that neighborhood.
EDA funds: Henry County accepted an additional appropriation of $958,960 from the U.S. Economic Development Administration. County staff explained the county is the primary grantee and will pass the funds to the PSA to manage project implementation.
911 contract: The board approved a sole-source award of $51,968 to Mobile Communications America for maintenance and support of 911 call-handling equipment; county purchasing staff authorized a sole-source procurement and funding for the contract is included in the 911 center's fiscal year budget.
All of these items were moved, seconded and approved by recorded voice vote; board minutes record each item as passing 6-0. No additional conditions or amendments were recorded on Jan. 29.
