Commissioners noted that historically commissioners have contributed personal funds and asked whether TRT or CEOAB economic-development funds could supplement or replace those donations.
County Attorney Kent advised there was likely no legal prohibition to establishing a scholarship fund that funnels money to the school or district for selection under agreed criteria, but he said he would research the matter and provide a recommendation. "I don't see a legal reason why you couldn't," Kent said when asked about county involvement.
Commissioners agreed to a short-term solution for the current graduating class (given timelines) and to develop formal criteria for subsequent years. Staff volunteered to solicit donations from county employees for this year's award and to return with a recommendation for a structured county scholarship approach.
