The property owner (Speaker 8) said neighbors and service providers "pull it up on their phone and click on it, and it says county road," creating confusion about public access. Commissioners and staff advised a due‑diligence process: review the adopted county road map, plats/mylar and recorded easements, and determine whether the features were recorded as county roads requiring formal vacation or are GIS artifacts that should be corrected.
Speaker 1 said the adopted county road map and recorded easements are the ruling documents and that GIS is not dispositive without corroborating documents. Speaker 3 (Kent) added that if roads are recorded on plats they may require a formal vacation process; if not, the county can "fix" the GIS entries.
Separately earlier in the meeting, Speaker 3 updated the commission on a condemnation action: an amended order and amended complaint have been filed and opposing counsel stipulated to allow the amendment; staff are preparing two affidavits for Trevor and Matt Lucas to request immediate occupancy once a judge signs the order.
Commissioners instructed staff to begin the records review and return with findings and recommended remedies.
