Committee members noted confusion in the department’s current submission — the equipment total listed ($250,000) did not match the specific transfer amount shown — and advised that a clear capital plan (showing what equipment is needed, estimated cost, and procurement steps) protects both departments and taxpayers against future shortfalls caused by inflation or scope changes.
The committee did not approve any transfer at the meeting and scheduled a follow‑up discussion for July 16. Staff also flagged related budget opening items for early July, including an estimated $12,000 postage increase tied to valuation notices that will be addressed in a July 8 budget opening.
