An aviation reviewer asked how detailed the plan needed to be and flagged elements such as fuel-tank siting and fixed-space lounge locations as currently underspecified. The reviewer also reported repeated emails about a ‘Black Cat Aviation Data Management’ reimbursement request and said he would forward the message to county staff for review.
The most contested item was a proposed night flight to commission the runway lighting (MIRLS). An estimate in the meeting packet listed a two-hour Challenger flight at $1,473.92 to inspect MIRLS on Runway 7/25, while the reviewer and others referenced a larger $11,000 total inspection estimate. “You can check that on the ground...it's just $11,000 a waste of money as far as I'm concerned,” the reviewer said, arguing the runway lights can be tested without a flight.
Staff responded that some DOT/Aviation requirements could necessitate an airborne commissioning and recommended a follow-up discussion with aviation lead Brett Reynolds and other stakeholders to define the scope and payment responsibility. Commissioners agreed to arrange a conference call with aviation staff and to forward the inspection materials to the appropriate staff for clarification.
Separately, commissioners discussed the need for crack‑seal work at Manila and urged follow-up to ensure proper bidding and execution; one speaker said past delays had required sand be brought in before sealing.
Next steps: staff will schedule a dedicated discussion with aviation staff to clarify commissioning requirements and costs and will forward the Black Cat/BGK materials to the county treasurer for review.
