Daggett County extends drought emergency, approves financial and procurement items

Daggett County Commissioners on July 22 voted to extend a county drought emergency for 30 days and approved a slate of financial and procurement items tied to county operations and events.
The commission adopted Resolution No. 25-11, extending the drought declaration under Utah Code 17-8-7 after members said conditions remain the same or worse than when the original declaration was issued. “We’re in the same or worse condition than when the original one was initiated,” a commissioner said during the discussion.
On routine finance business the commission acknowledged receipt of the cash summary and accounts receivable report as of July 18, 2025; approved the open invoice register dated July 17, 2025 totaling $51,640.59; and approved a disbursement summary (July 10–17) for $94,077.67. Motions for each item were moved and seconded and carried on voice votes with ayes recorded.
The board approved a sole-source purchase order for proprietary drinking-water treatment chemicals from Thatcher Company (TFLOC and chlorine) in the amount of $5,308.98. Staff said the product is a proprietary blend permitted by the Utah Drinking Water Division and compatible with existing permitted chemicals; the contract was approved contingent on treasurer/auditor signatures.
The commission awarded a construction bid for a shooting-range pavilion/shelter to Mel Fisher in the amount of $71,500, with a project completion date of Sept. 15. “The work’s to be completed by September 15,” staff confirmed before the motion passed.
Members approved three business licenses — Save On Propane, Big 3 Industries and Birch Springs Ranch House — while staff noted Big 3 Industries (a liquid-waste/porta-potty operator) may require a health‑department permit and follow-up to confirm compliance with state renewal rules.
The commission also granted local authority consent for a single-event alcohol permit for the Daggett Heritage PRC Rodeo (Aug. 29–30) for beer and so-called “heavy beer” during stated serving hours. One commissioner recused from the vote because they are a rodeo participant; the motion carried with two ayes and one recusal.
After business the commission recessed into a closed session to discuss purchase, lease or sale of property as permitted by Utah Code 52-4-205.
Next steps: procurement and contract signatures remain contingent on required administrative approvals and signatures; staff will follow up on health-department permitting for Big 3 Industries and return additional details as needed.
