Daggett County commissioners approved a package of administrative forms including a UDOT statewide utility license agreement (non-interstate) and Division of Finance vendor-creation/modification paperwork so a contractor could proceed with work that crosses state highways.
Staff reported the contractor needed the license and vendor setup to mobilize. Speaker 4 said the contractor had a 30-day construction permit that was extended and now required permitting and contractual paperwork before digging could begin. Staff noted the county participates in UCIP (Utah Counties Indemnity Pool), which waives UDOT fees for covered members.
Speakers agreed the county should complete required entries such as EIN/TIN and that the utility manager (Trevor) should fill in technical details while auditor/clerk staff provide tax/vendor information and the county attorney reviews the agreement. Speaker 4 recommended the commission chair sign the agreement and noted some agreements require a county seal.
Commissioners moved and approved items 5–7 as a group to avoid delaying construction; staff said they would coordinate today to finalize forms and get the document signed.
