Daggett County approved a contract with the Utah Governor's Office of Economic Opportunity (contract number 26063270) that authorizes a county-run grant program. County staff and counsel reviewed the document and reported no substantive legal issues beyond routine litigation clauses.
Staff described planned administrative steps: updating the application rubric to provide clearer scoring criteria, adding a few fields to the application, and using an outside party to review and score applications to reduce internal conflicts. The county will post the application and rubric on its website and send letters to every business with a current county business license; businesses without email addresses will receive mailed notices to the address on file.
The commission said awards will range from $3,000 to $15,000 and applicants may request an amount up to $15,000. Staff said the program will be advertised via Facebook, the county newsletter and direct outreach to licensed businesses.
A motion to approve the contract was made, seconded and approved by the commission.
Next steps: staff will finalize the rubric and application materials and open the application process on Oct. 1. An outside review panel will score submissions under the rubric and county staff will notify applicants.
