Daggett County approves Esri parcel fabric contract with Jones & DeMille

Daggett County voted to approve an agreement with Jones & DeMille Engineering to build an Esri parcel fabric, a recordkeeping system that ties parcel geometry to property records.

County staff described the work as an upfront, lump-sum setup followed by optional hourly support for ongoing updates and staff mentoring. The vendor referenced a $4,500 quote for the initial parcel fabric setup and said subsequent assistance would be billed on an hourly basis under an assignment order to an existing general services agreement.

At the meeting Adam and Bart (Jones & DeMille representatives) explained the parcel fabric would store parcel geometry, link to the PLSS and preserve historical splits and parent records. County staff said the initial setup would be heavier up front and reduce the need for routine vendor work later, and that roles for the assessor, treasurer and recorder would be coordinated in implementation.

During discussion the vendor referenced Jesse Miller as the lead technician expected to perform most of the work. The transcript records an estimated hourly figure for follow-up work that appears inconsistent in the record (the vendor referenced a rate during the discussion that was recorded as approximately "$1.50" per hour; the county said it would finalize rates in the assignment order and contract). Commissioners moved and seconded the agreement and approved the contract and ongoing services as needed.

The county will issue a purchase order or assignment order under its existing general services agreement and will confirm the final hourly billing rates and scope in contract paperwork before invoicing. Staff said some training will be included so county employees can perform regular updates once the parcel fabric is established.
