Jeff and consulting staff presented an updated map showing a proposed 30-foot easement where the sewer would run. Presenters said the route was shifted west to avoid running beneath a proposed hangar and to minimize conflicts with a future runway extension and taxiway. Airport representatives urged staff to obtain the latest airport layout plan from Sarah and to double-check proposed depths and locations so future taxiway or hangar work would not conflict with the sewer alignment. Presenters said they intend to use casings where the sewer would cross beneath critical infrastructure to avoid future excavation of runway surfaces.
Engineers and commissioners described topographic constraints: a ridge through the Chetteeville area limits gravity-fed options and influences where sewer lagoons and tie-ins can be located. Staff discussed alternatives (routing along Airport Road or installing lift stations) and said the current alignment is the most prudent for cost and maintenance, though additional tweaks may be needed. Commissioners asked staff to prepare an exhibit showing which off-project parcels could physically tie into the new sewer based on depth and elevation, and asked staff to begin attorney-to-attorney negotiations with the town and the difficult property owner concurrently with drafting easement language.
Property owner Terry Wright commented during public comment that an old pump-station sewer once served Captain's Cove and suggested exploring whether that infrastructure (he estimated about 30 acres of old sewer) could be reclaimed or used in negotiations.
Next steps: staff will obtain the latest airport layout plan, provide elevation/depth data and a tie-in exhibit, and begin negotiations with property owners and the town attorney.
