Council reviews airport master plan, sewer reuse options and equipment needs as part of five-year projections

Staff gave a series of operational and infrastructure briefings covering the airport, sewer/wastewater planning, road maintenance and equipment replacement.

On aviation, Speaker 4 said the city’s proportional share of runway maintenance is small this year and that a full runway replacement remains many years out; the council asked for an economic analysis before pursuing a proposed fuel island, which staff said could increase revenue but also carry added operating and reporting responsibilities.

For utilities, staff discussed a wastewater reuse master plan, pond-expansion possibilities if grant funding can be secured (noting the potential to triple pond capacity), and a multi-year meter-replacement reserve intended to avoid future one-time spikes. Staff described a pending sludge-gauge study that will inform desludging timing and costs. The transcript also referenced ongoing attention to ventilation and corrosion problems at sewer facilities.

Equipment and roads were discussed in the context of a five-year projection. Councilors considered replacing an aging dump truck and one-ton vehicles and explored options to buy state-turned-in used equipment rather than paying for new units. Staff noted a prior front-loading of road maintenance and suggested delaying some chip-seal work this year to reduce the budget gap.

Councilors asked staff to return with preliminary economic analysis on the fuel island, updated sewer-study results and options for equipment replacement financing.
