RCTC approves SR‑60 Potrero Boulevard contract award to Ames Construction; vote recorded 24–0

The Riverside County Transportation Commission approved staff’s recommendation to award the Phase 2 Potrero Boulevard interchange construction contract on State Route 60 in Beaumont to Ames Construction.
John Terascio, senior capital projects manager, outlined the project scope — Potrero Boulevard widening to six lanes, new ramp connections to SR‑60, and realignment of Western Knowles Avenue — and said design was completed in March 2025. Seven bids were received and Ames was the lowest responsive and responsible bidder; staff reported Ames’ bid was about 9.8% below the engineer’s estimate.
Staff recommended awarding the contract to Ames with a project contingency of roughly $4.8 million and a not‑to‑exceed contract amount of about $53.8 million. Terascio said construction is fully funded by a combination of local, state and federal funds, including $33.5 million in Trade Corridor Enhancement Program (TCEP) funds allocated by the California Transportation Commission.
The commission recorded the motion and the chair announced the vote: the motion passed 24–0.
Next steps: staff will finalize contract execution and schedule work to start in early 2026 with completion expected in 2028, and the City of Beaumont will reimburse the commission for project costs per the cooperative agreement.
