Jeff Dietzler, the project manager, told commissioners that Caltrans signed the final document and it was posted to the state clearinghouse. "The final environmental document was approved and signed by Caltrans," Dietzler said, noting the commission’s role is limited to responsible‑agency findings rather than lead‑agency certification.
