Commission approves CSX change order, Atlanta Gas Light relocation and City Hall carpet contract

CSX and Atlanta Avenue crossing: Deputy City Manager David Younger said coordination with CSX and GDOT on the Atlanta Avenue railroad crossing remains complex and the commission approved a $20,900 CSX change order for permit and plan review. The authorization increases the contract ceiling to $77,275 to cover prolonged design coordination and professional engineering support. Younger said design, easement negotiations and utility coordination keep the schedule uncertain; staff estimated the project could take another year or more to bid and implement.
Natural gas main relocation: As part of the Decatur Square transformation, the commission approved an agreement with Atlanta Gas Light to abandon and relocate a section of natural gas main in conflict with planned green infrastructure. The quote to perform the work was not to exceed $41,270.90 and staff established a $50,000 project budget for the relocation; public works staff said the pipe is part of a loop that will continue to serve customers via rerouting.
City Hall carpet replacement: Assistant Public Works Director Felix Floyd recommended awarding a contract to Mohawk Distribution Inc. for carpet replacement in multiple City Hall offices. The commission approved the $36,362.76 contract and set a project budget of $45,000. Floyd noted the existing carpet dated from 2006 and installers were being scheduled once the city manager signs the agreement.
Commissioners requested additional briefings and transparency on progress and partner coordination for the larger Atlanta Avenue project and asked staff to invite outside entities to present project status at an appropriate juncture.
