Deputy City Manager David Younger recommended an agreement with Georgia Power, not to exceed $11,624.87, and a project budget of $15,000 to remove an existing transformer in the landscape island on North McDonough Street and install a new three‑phase transformer and underground electrical service to power the bandstand and restrooms (Georgia Power quote dated 05/01/2025; work order GP831Echo03825). Commissioners approved the recommendation and authorized the city manager to execute the necessary agreements.
Younger also presented a second agreement with Georgia Power, not to exceed $87,600, to install 39 dark‑sky LED fixtures and relocate eight streetlight poles as part of the Decatur Square streetscape standards. The scope includes removal and storage of eight existing poles, reinstallation at new locations, underground service work coordinated with the primary contractor for the Square project, and Georgia Power maintenance responsibility for the new fixtures. Funds for both items are available in the Decatur Square transformation SPLOST 2 project account.
Commissioners asked routine clarification questions and voted to approve both contracts by voice vote. Staff indicated this is the first phase of a multi‑phase lighting upgrade planned over several years.
Next steps: city manager authorized to execute agreements and Georgia Power to coordinate construction with the Decatur Square contractor (JHC Corporation).
