Council conditionally approves Owens zoning clearance; denies water connection to prompt variance process

Applicant Sam presented changes that merged a previously separate secondary dwelling into the main house so the structure appears as a single-family home, addressed a UDOT driveway access issue and proposed installing a fire hydrant to meet required hydrant spacing. Council approved the zoning clearance with one explicit condition: the applicant must provide final plan sets for a last review before submittal to Cache County. The motion to approve the Owens zoning clearance passed on a voice vote.
Separately, the council considered a water-connection application from Nate Lindsay. Under the town’s water ordinance, the application could not be approved as submitted. Council members moved, seconded and voted to deny the application so the applicant can pursue a variance with the board of adjustment. Staff said the denial is an administrative step consistent with the ordinance and explained that the applicant may present to the board of adjustment to seek relief.
Both actions were taken during the meeting and the approvals and denial were reflected in the minutes and next steps recorded by staff.
