The Ephraim City Planning Commission on July 9 approved the Cedar Point subdivision, which divides a roughly 2-acre portion of assessor's Parcel 6198 into 12 single-family parcels, and recommended the partial vacation of Lot 12 in Phase 3 to the City Council.
Staff described the project as medium-sized lots intended to transition between larger homes to the north and the Rosie subdivision to the south. The smallest lot will be just over 6,000 square feet and the largest just over 8,000 square feet, and staff said the layout is similar to the Rosie flex-home development the commission recently approved. Megan, the planning staff member presenting the application, said most required technical changes to the final plat were minor and related to street-lighting, conduit placement and coordination with the fire chief and power department.
Commissioners asked about utility capacity. An unidentified city staff member explained the city has increased supply since 2018, "we've doubled our water supply" through new wells and purchased water rights, and said the sewer pond was designed for 1.2 million gallons per day while average flows were around 400,000 gallons per day, indicating capacity for the proposed development. Following that discussion, Commissioner Larry Smith moved to approve the Cedar Point subdivision with staff conditions and Joe Howe seconded; the motion passed by voice vote.
The commission then addressed a related administrative item: a partial vacation of Lot 12 in Phase 3. A motion recommending the vacation to the City Council passed by voice vote; the council will consider the formal lot vacation at a future meeting.
Staff also updated commissioners on ongoing infrastructure work: road construction (480 South and other segments) is underway, underground sewer and water have been installed in parts of the project area, and federal grant funding is supporting highway widening and turn-lane work near 750 South. The commission closed the item after approving the subdivision and forwarding the vacation recommendation to the council.
