The Aiken Public Library board on Oct. 21 postponed action on a revised circulation policy after members raised questions about item limits, checkout periods and the minimum age to receive a library card without parental permission.
Director Michael Thompson introduced updated language intended to reflect a newly approved board seat and to clarify borrowing limits. Thompson and board members debated whether the policy’s 30-item figure should apply to books alone or to all materials combined. "I'll fix these limits so it better reflects that it's 30 items total," Thompson said during the discussion.
Members also discussed changing the standard checkout period from two weeks to three weeks to align with what the director called the state standard. Thompson said Manti and Mount Pleasant currently use two-week checkouts and that he and Don will meet to renegotiate the consortium agreement before finalizing a change.
The board additionally examined the policy’s rule on juveniles: under the current policy, the transcript records the library treating age 18 as the point at which parental permission is required to obtain a card; members debated lowering that threshold (13–14 was discussed) but raised concerns about parental access to checked-out materials and liability for lost or damaged items. One member said lowering the age could force library staff into an enforcement role parents typically fill.
After the discussion the board voted (voice motion recorded in the transcript) to postpone approval and asked staff to revise the policy for a future meeting with clearer language on total item limits, DVD limits, checkout lengths and procedures for youth without guardians. The transcript does not record a formal roll-call vote tally for the postponement; the motion to postpone is recorded in the minutes.
