Many items were handled by motion or under an omnibus vote covering 11 consent items. Commissioners approved resolutions that cleared multiple plats for recording, authorized payment of bills and requisitions, accepted a low bid for combined storm and sanitary sewer improvements on Austin Avenue and Park Street, and approved a time-extension change order on the Ford Avenue Phase 1B contract.
The meeting record shows Resolution No. 22,025 approving preliminary and final plat numbers noted in the packet for American Way Industrial Park; a separate final-plat resolution for the Crawford Street subdivision; a plat cleanup on Lynn Drive described in the packet; and Resolution No. 24,2025 approving the Prairie Ace Estate subdivision. Staff reported the planning department found each plat to be in general conformance with subdivision requirements and recommended approval. Motions to approve were moved and seconded and recorded as carried.
On the Austin/Park sewer project, the city engineer said only two bids were received and the apparent low bidder was listed in the packet as 'Effingham House Fault' at $362,595. Staff told commissioners the project is funded through an industrial TIF and that the bid amount was "substantially over budget," but recommended awarding the contract rather than rebidding. Commissioners asked about the completion date; staff replied they expect work to be finished before summer but did not provide a specific completion date in the packet.
The commission also approved payment of bills and requisitions after a motion to pay them was seconded and carried.
With no further regular-business items, a commissioner moved to recess into executive session to discuss pending litigation pursuant to 5 ILCS 120/2(c)(11); the motion was seconded and carried.
