Crisis Nursery asks Effingham council to allow blue 'Child Abuse Prevention' bows on Jefferson

Megan Ruers, director of the Crisis Nursery of Effingham County, asked the Effingham City Council to permit volunteers to hang blue awareness bows on lamp poles along Jefferson to mark Child Abuse Prevention Month.
Ruers told the council the display would begin near West Washington by the Baseball Card Connection and run down to South Third Street by the Hart Theatre, with volunteers and staff installing, regularly checking and removing the bows to prevent damage. “We would once again like to ask for the council to consider allowing us to hang these blue bows, on Jefferson,” Ruers said.
Ruers proposed the run from Monday, April 14, through Monday, April 30, and said the organization uses heavy-duty zip ties and performs routine maintenance so the city would have no responsibility. Council members asked procedural questions about installation; no members objected during the discussion.
The request will be scheduled for the usual administrative tracking and return to the council if any formal authorization document is required. The council did not take a separate recorded roll-call vote during the discussion; the item was handled during the omnibus/consent portion of the agenda.
