Effingham council backs $579,750 bid for Mount Vernon sanitary sewer repairs

City engineer Jeremy told the council that the April 29 bid opening produced zero bids, so staff solicited two follow-up quotes; the low response came from A and R Services for $579,750. "That day, we actually received 0 bids," Jeremy said, describing why staff sought quotes after the public bid opening. He told the council the amount is "a little bit over our budgeted allowance out of the sewer fund," but added that other planned sewer projects will not proceed this year and the fund can cover the work.
The council moved to adopt the recommendation, with Commissioner Stevens making the motion and Commissioner Niebergen seconding. Roll-call or voice votes were recorded in the affirmative by Commissioner Mueller, Mayor Schutzbach, Commissioner Stevens and Commissioner Niebergen.
Why it matters: the work will address infiltration, sewer leaks and replacement of large sewer mains in built-up residential areas, issues Jeremy said are disruptive and require specialized construction. The city emphasized it expects the project to proceed this construction season after contract execution.
Next steps: staff will finalize contract documents and return to the council as required for formal award and execution. No start date was specified.
