Council backs internal candidate for police chief; formal appointment to return for vote

"Our internal, Kurt Davis, was the choice from the city council," City Administrator Miller said, providing Davis’s background including work history (joined Effingham Police Department in 2004) and training (FBI National Academy and other law-enforcement training). Council members verbally endorsed Davis and described him as a strong, community-invested candidate.
Miller said the council previously reviewed applications in executive session and that staff will bring the formal appointment ordinance back to the council in two weeks; if no objections are raised in the interim, Davis will be sworn in at that meeting.
No formal appointment vote was recorded at this meeting; council members asked staff to notify them if concerns arise before the next meeting.
