Council supports moving forward on Effingham Enterprise Zone annexation; public hearing set

Economic development staff presented a proposal to expand the Effingham Enterprise Zone, adding roughly one square mile including parcels intended for housing (an assembled Heritage Avenue parcel with capacity for 15–17 duplexes, depending on plans) and commercial properties. The expansion aims to make development-ready sites eligible for enterprise-zone incentives and to "clean up" boundary irregularities from an expired TIF district.
Staff said they plan a public hearing on July 14, will visit neighboring jurisdictions (the village of Teotopolis and Effingham County), and hope to submit the application to the Illinois Department of Commerce and Economic Opportunity before the end of the month. DCEO has up to 60 days to act; staff reported typical processing nearer 30 days. Council members expressed support and asked staff to follow appropriate intergovernmental procedures for annexation.
