City staff and the city planner updated the council on a petition from Harmonic Towers (PI Tower Development LLC) and an affiliated entity doing business as Verizon Wireless for a roughly 100-foot wireless communications tower behind Hardee’s on Jaycan Drive (site addresses given as 400–402 Jaycan Drive).
The planning commission reviewed the petition over several meetings. Staff said the commission took the review seriously, required demonstration that existing towers were not feasible and that alternative city sites were not appropriate, and ultimately recommended approval unanimously. The planner said the recommendation and exhibits are substantial (staff estimated the letter of recommendation would be more than 30 pages and the full packet with exhibits could approach 150–200 pages).
Council members agreed the item should return to the omnibus vote agenda once staff compiles the planning-commission letter and exhibits; staff said the packet will be provided to council as soon as it is ready. No final vote was taken at this meeting.

Staff will finalize the planning-commission letter and attach exhibits; the item will return on the OVA for a future meeting (the planner indicated it could come back at the next meeting or the meeting after, depending on when the packet is ready).
