Effingham council appoints Kurt Davis as police chief; oath administered

"I wanna thank you for the opportunity and thank everyone," Davis said after taking the oath.
The council recorded no objections during the appointment vote. The council directed ceremonial recognition and moved on to subsequent agenda items; the oath completes the formal appointment process pending any administrative follow-ups.
