Commissioner's Court approves a package of contracts, RFP negotiations and CDBG-MIT grant paperwork

Guadalupe County Commissioners approved a series of procurement actions, contract authorizations and grant-related documents during the May session.
Procurement and negotiation authorizations: staff reported evaluation results and asked the court to authorize purchasing to negotiate contracts with the top-ranked firms for several RFPs. The court authorized negotiations for the hazard mitigation plan update with H2O Partners, a roadway condition assessment with Roadway Asset Services, wing wall and SET services with Myers Concrete Construction, metal storage structures with Alert Building Systems, and a juvenile services medical bay construction contract with KW Construction. Commissioners emphasized the importance of the roadway assessment for creating an evidence-based road plan.
Contracts and vendor agreements: the court approved a master services agreement with Lexipol LLC for a standardized fire policy manual and related services; authorized the county to sign a participating entity services agreement for the statewide automated victim notification service (SAVIN) with CyLogis Gov Incorporated; and authorized renewal of CoLogic (CopSync) software for the sheriff's office pending deployment of a permanent records solution.
Public safety procurement: the court approved a contract with Axon Enterprise, Inc. to purchase 125 Axon Taser 10 devices with training and peripherals. The sheriff said the purchase is funded by reallocated jail project dollars and requires no new county funding.
Grant paperwork: the court approved documents necessary to accept and implement a Texas General Land Office Community Development Block Grant-Mitigation (CDBG-MIT) award to fund three water-crossing projects (Pioneer Road, Laubach Road, and Old Seguin-Luling Road). Road & Bridge staff warned that rising costs mean the county may need to supplement the award to complete all three sites.
Votes on individual items were taken as presented; most passed unanimously (3-0) with the emergency management outreach materials item passing 2-1.
