Guadalupe County approves traffic restrictions, hazard-mitigation contract, replat and budget amendment

Guadalupe County Commissioners Court on July 1 approved a series of action items aimed at traffic safety, planning and grant administration.
Traffic and safety measures approved included an order imposing through-truck restrictions on Franch Road in Precinct 2; a no-parking zone on Barbarossa Road limited to the county property abutting parcel IDs 55113 and 55114; a 45 mph speed limit on Old Layman Road (Precinct 2) based on a Road & Bridge speed study; a 45 mph limit on Gurdes Road (Precinct 4) following resident petitions about speeding; and installation of a four-way stop at Stagecoach Road and Pioneer Road (Precinct 4) after staff cited sight-line issues and recent crashes. Road & Bridge staff said they will place advance signage, rumble strips and flags ahead of the new stop signs to alert drivers.
On planning and contracts, commissioners approved a professional services agreement with H2O Partners, Inc., to update the county's five-year Hazard Mitigation Plan in coordination with Cibolo and Seguin. The court also approved the replat of Lot 10 of Garden Oaks Subdivision into Lots 10A and 10B (5.64 acres) in Precinct 1 and accepted a capital project bill list as presented.
In finance actions, the court certified grant revenue and approved budget amendment 25-75 to accept funding from the Texas General Land Office under a CDBG-MIT award to support low-water crossing projects; the transcript lists the grant amendment amount in unclear form as "1000000 $850,700." The court also drew nine members and four alternates for the 2025 salary grievance committee from the district clerk's grand jury list and approved an engagement letter with law firm McGinnis Lockridge for pending litigation after closed session.
Most motions were moved, seconded and passed with no recorded opposition.
The court's next regular meeting is scheduled for July 15.
