Erie council approves supplemental appropriation to order 2026 fleet vehicles

Sarah Hancock, director of finance, explained a change in the town’s fleet provider process requires appropriations be in place before vehicles can be ordered. Staff said the town plans to replace 26 vehicles (previously scheduled) and to purchase eight new vehicles for 2026; because of extended lead times staff recommended appropriating funds in 2025 so orders can be placed and rolled into the 2026 budget. Hancock provided line‑item figures in the packet: roughly $141,860 for new passenger vehicles (as presented), $1,422,357 for new equipment (dump trucks, lifts, etc.), and a total combined appropriation for replacements and new equipment of approximately $2,900,000 across Fleet Acquisition, Water, Wastewater and Storm Drainage funds.
Council members asked clarifying questions: staff and fleet management explained that many replacement vehicles have been deferred by lease extensions and that the 2026 package includes primarily new vehicles rather than replacements; they also noted an EV‑first procurement preference, with three of eight new vehicles identified as EV or hybrid where feasible. Lease schedules and cost‑effectiveness criteria were discussed (PD vehicles on a 4‑year schedule, O&M on five, with some lease extensions to six or seven years negotiated).
After questions, Council Member Pessermelli moved to approve Resolution 25,156, Council Member Hoback seconded, and the council approved the appropriation; staff said they would place orders following the vote.
