Erie council approves Town Center TIF and a slate of town resolutions

Erie —6 Feb. 25, 2025 —6 The Town of Erie Town Council on Tuesday approved a conditional tax-increment revenue-sharing agreement to support a 20-acre Town Center development and cleared a set of other agenda items and resolutions affecting broadband, housing repairs, parks and land use.
Key votes at the Feb. 25 meeting
- Town Center URA/TIF (resolution 25044): Approved. Council conditionally pledged the town's unrestricted general fund mill levy (roughly 7.25 mills of 13.3 total) and half the town sales tax (1.75 percentage points of 3.5%) to create an Erie Town Center URA for the town-owned 20-acre parcel. Staff projected approximately $1.5 million in property-tax increment capture and about $11 million in sales-tax capture over 25 years under the development program. The vote passed on voice vote.
- LightGig limited license (resolution 25039): Approved. Council authorized a nonexclusive limited license agreement with LightGig Communications to coordinate fiber conduit placement in new greenfield developments and limited existing-area work. The 10-year authorization permits LightGig to enter joint-trench opportunities with developers; council raised questions about term length and equipment-removal obligations. Vote: motion carries (voice vote).
- CDBG home-repair grant administration (resolution 25010): Approved. The council authorized a professional services agreement with Brothers Redevelopment to administer a Weld County CDBG-funded mobile/manufactured home repair program providing up to $15,000 per unit for up to 10 units in the Weld County portion of Old Town Erie (income eligible, owner-occupants). Outreach and eligibility criteria (≤80% HUD AMI) were discussed. Vote: roll call affirmed the motion.
- CDBG programmatic agreement with Colorado SHPO (resolution 25011): Approved. Council signed onto a three-party Section 106 programmatic agreement with Weld County and the Colorado State Historic Preservation Office to address historic-preservation review requirements for federally funded work. Vote: unanimous voice vote.
- Scofield Farm amendment (resolution 25035): Approved. Council authorized an amendment to the Formworks Design Group contract to complete construction documents for the big barn, lofting shed, silo and the original barn (site restroom) and use existing appropriated funds plus grant opportunities. Staff noted roughly $318,000 in State Historical Fund awards and a pending $250,000 reapplication. Vote: motion carries (roll call/voice sequence indicated approval).
- Prairie Run connector trails IGA with Boulder County (resolution 25033): Approved. Council approved an intergovernmental agreement that will allow Boulder County Open Space to construct and help manage connector trails that link Town of Erie open space to East Boulder Creek/Prairie Run open space. Vote: motion carries (voice vote).
- Plum Creek Garden Market sublease (resolution 25023): Approved. Council approved a sublease agreement for 130 Wells Street with Plum Creek Garden Market. Vote: voice approval.
- Erie Highlands Filing 18 final plat and DA (resolution 25038): Approved. Council accepted dedications of right-of-way, public utility easements and a development agreement for Erie Highlands Filing 18, a final residential plat totaling 116 dwelling units. Vote: voice vote.
- Erie West (Lindau) annexation findings and annexation agreement: Approved. Staff presented the annexation packet including findings of fact, public testimony was heard from landowners who requested annexation, and council approved both the findings and the annexation agreement; zoning to be addressed at a future hearing. Vote: motion carries.
What council did not act on tonight
- Item 25066 (Boulder County IGA) was pulled from the agenda at the applicant's request and will return to council with requested updates.
Why it matters
Taken together these votes move forward housing repairs and preservation work, extend the town's capacity to negotiate broadband for new subdivisions, advance a major Town Center redevelopment path and bring several development and land-use matters to resolution. The Town Center URA decision sets a path to further negotiations with underlying taxing districts and is the most consequential financial decision on the agenda.
