Public Works staff said the bridge was included in the Daybreak URA plan and is intended as a pedestrian‑only crossing to span the Coal Creek floodplain; the current engineer’s opinion of probable construction cost is approximately $4,560,000.
Staff described the bridge as a 12‑foot clear path engineered to H10 vehicular loading for maintenance vehicles; the selected location avoids the low‑water Cheeseman crossing, which overtops in major storms and is unsuitable for safe pedestrian or vehicular use. The project team told council they trimmed design 'nice‑to‑have' items to hold down cost but noted tariffs on steel add uncertainty; if bids exceed the estimate staff will return to council for further direction.
Council moved and passed the resolution to authorize the amendment. The project will proceed to bid; the URA finance team expects design and construction costs to be reimbursed through the URA consistent with existing intergovernmental agreements.
