Council approves Peach Ranch annexation and ARFlex zoning for 42-acre parcel

The City Council unanimously approved the annexation (Peach Ranch Addition No. 1), zoning and land‑use plan for a 42.43‑acre enclave northeast of the Powers Boulevard and Research Parkway area on Nov. 10.
Staff presented the annexation as consistent with the 2006 annexation plan and Plan COS. The proposal establishes an ARFlex (residential flex low scale) zone with stream‑side and airport overlay districts, and anticipates detached single‑family development at about 3.66 dwelling units per acre. The land‑use plan shows 1.7 acres dedicated to stormwater detention and about 7.5 acres of open space and natural resource protection.
Colorado Springs Utilities reviewed water, wastewater and electric service considerations. CSU calculated projected water demand for the development at roughly 59 acre‑feet per year and described existing available supply and a long‑range integrated water resource plan. CSU estimated utility capital costs for the city’s portion at $1.5–$2.3 million (midpoint ~$1.6M) and developer on‑site capital at about $3.0–$3.3M; annual O&M at full build‑out was estimated around $52,000.
Toll Brothers (applicant) described connectivity benefits, including extension of Tutt Boulevard and trails that would link into West Creek and Cottonwood Trail corridors. The council approved resolution findings and the annexation, and then voted to adopt the zone establishment and land‑use plan; all votes were unanimous (9–0).
