The Planning Commission recommended City Council deny a rezoning request for 2.17 acres at 4880 Airport Road (AZONE‑24‑0020) after neighbors raised traffic and quality‑of‑life concerns and commissioners questioned compatibility with surrounding R16 single‑family lots.
Staff presented the proposal to change the zoning to R5 (multifamily high) with airport overlay, noting the R5 district allows up to 25 dwelling units per acre (a theoretical maximum of about 50 units on the 2‑acre site) and that the applicant agreed to dedicate about 20 feet of right‑of‑way to Airport Road if approved. The applicant and staff argued R5 is a reasonable transition because similar R5 districts exist nearby and Airport Road functions as a principal arterial.
Neighbors and public commenters objected to increased traffic on Carr Road, loss of green space and the absence of a development plan to show how access, parking, buffering and site layout would work. A neighbor described a recent emergency response that blocked the narrow access road for hours.
Commissioners expressed concern about approving a high‑density allowance without a development plan and the potential for the theoretical maximum density to be realized by future developers. Commissioner Engel moved to recommend denial on the finding that the application did not meet zoning map amendment criteria (UDC 7.5.0.7); the motion passed 3‑2 with Commissioners Hansler and Case recorded in opposition.
