Planning staff noted the application met statutory annexation eligibility and PlanCOS guidance; the Planning Commission had recommended approval 9–0.
Colorado Springs Utilities presented feasibility analysis: the city has sufficient water supply capacity under the municipal code test and utilities estimated capital costs for service extensions (water, wastewater, electric and fiber) in the $2.3–$3.5 million range, with an estimated payback period of roughly four to six years and annual operations and maintenance at full build of about $30,000. Utilities and applicant confirmed the developer will design and build distribution mains and on‑site infrastructure, with easements and dedications required at platting.
Council asked about a 30‑foot strip along Wyoming Lane; the applicant will record a quitclaim to clarify ownership and staff advised a wetland delineation and environmental specialist conditions will be completed in subsequent engineering submittals.
