Assembly approves licenses, property sale and budget tweaks in unanimous votes

The Fairbanks North Star Borough Assembly on Jan. 15 adopted multiple motions and ordinances in a series of recorded votes.
Alcohol licenses: On no-protest recommendations, the Assembly voted to file "no protest" for a restaurant endorsement for Benchwarmers LLC doing business as Polar Ice Rink (1087 Dennis Road, North Pole) after a staff report that property taxes were paid and zoning was consistent; the motion was moved and seconded and carried by roll call 9-0. The Assembly also voted to file no protest for multiple endorsements sought by Alaska Hotel Properties LLC (Tracker’s Bar & Grill and associated venues); staff said the endorsements add locations on an existing license and recommended no protest; the motion carried 9-0.
Property sale: The Assembly approved an ordinance authorizing a cooperative sale of about 187 square feet of the Noel Wien Library lot to the State Department of Transportation and Public Facilities to improve Cowles Street right-of-way. Staff said the state will pay fair-market value of $1,500, platting is contingent on DOT actions and a deed restriction provides that if the parcel is no longer used for library or park purposes the property could revert to the City of Fairbanks; the ordinance carried 9-0.
Library internet grant: The Assembly adopted an appropriation of $14,904 in state OWL (Alaska Online with Libraries) grant funding to cover remaining internet costs at borough library facilities after a staff report from Library Director Jamia Vahl; the motion carried 9-0.
Trails and roads funding: The Assembly approved an additional borough match of $15,349 for FFY2025 FAST surface upgrades covering the Chena Riverwalk and two Chena Lake trails. Staff described the borough’s portion for those two locations as $412,000 (a borough match rate shown as about 9.03%) and said the total bid package across jurisdictions is about $1.8 million; members asked technical questions about path construction standards and design life. The ordinance passed by roll call 9-0.
Code recodification and ordinances: The Assembly enacted a recodification and republication of the Fairbanks North Star Borough Code, incorporating legal-review changes. During debate members moved and passed two amendments (one to rename the chapter heading for room taxes and another to revise Economic Development Commission language); the main ordinance then passed on a recorded vote 9-0.
Procedural motions also included approval of the meeting agenda and consent agenda at the start of the meeting (carried 9-0). Several ordinances were advanced to committee or scheduled for public hearing on subsequent dates as part of the consent calendar.
