Planning commission forwards modest planning fee increases to Assembly

On Jan. 13 the Fairbanks North Star Borough Planning Commission recommended that the Assembly adopt a set of modest increases to the community planning user fee schedule for fiscal year 2026–27. Staff proposed incremental increases across several line items so the department can recover a larger portion of service costs without placing an undue burden on applicants.
Key proposed changes included raising conditional use permit fees from $1,100 to $1,200, telecom conditional use permits from $2,200 to $2,400, and colocation modification permits from $400 to $500. Staff also proposed a flat amnesty-relief fee of $75 (simplifying a prior two-tier approach) and small increases for verification letters and zoning-lot affidavits.
Staff explained the rationale: an internal analysis estimates the average conditional use process costs the borough about $3,400; under the proposed fee the borough would recover roughly 32% of that cost (up from about 29% under the current fee). Rezones remain unchanged in the proposal, and staff said fees go to the borough general fund.
Commission discussion reflected a balance of goals: commissioners raised concerns about keeping costs low for small-scale 'mom-and-pop' applicants while ensuring larger projects better cover staff time. Staff noted legal constraints that application fees cannot exceed the cost of services and described prior attempts to manage expert-review billing (favoring a set expert-review fee to avoid accounting complexity).
Commissioner Britney Smart moved to recommend the draft fee schedule to the Assembly; the motion passed 8-0. The recommendation will move to the Fairbanks North Star Borough Assembly for final action as part of the FY 2026–27 budget process.
